Teachers Unite, the Urban Justice Center, and the Community Development Project collaborated to write this report about the impact of mayoral control on community participation in school leadership. The essay details how top-down mayoral policy decisions can have a harmful effect on schools, and undermine democratic participation in schools by taking away decision-making power from students, educators, and families.  The essay then discusses districts that have successfully granted community members substantial control over school governance, budgeting, and policy reform.
